Regulatory Reform (Fire Safety) Order 2005
On June 7, 2005 Parliament used the mechanism of regulatory reform to pass the Regulatory Reform (Fire Safety) Order 2005: Statutory Instrument 2005 No. 1541.
The Fire Safety Order came into force on October 1, 2006 and effectively consolidated and rationalised more than 118 existing pieces of fire safety legislation, which were scattered across a large number of statutes and secondary legislation.
The Regulatory Reform (Fire Safety) Order 2005 applies to all non-domestic premises in England and Wales, including the common parts of blocks of flats and houses in multiple occupation (HMOs).
The law applies to you if you are:
- Responsible for business premises
- A charity or voluntary organisation
- A contractor with a degree of control over any premises

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person must carry out a fire safety risk assessment and implement and maintain a fire management plan.
